      Delaware County Council and the  County District Attorney 
launched a campaign to alert drivers of all ages that  as of Thursday, 
March 8, Pennsylvania law prohibits texting while driving. 
              No reading of emails, no sending  emails, no Web surfing.Stop the Texts. Save Lives!
      Delaware  County District Attorney and County Council launch Text Ban awareness campaign
    Delaware County Council and the  County District Attorney 
launched a campaign to alert drivers of all ages that  as of Thursday, 
March 8, Pennsylvania law prohibits texting while driving.
     No reading of emails, no sending  emails, no Web surfing.
     District Attorney Jack Whelan,  County Council Chairman Tom 
McGarrigle and Councilman Dave White partnered with  the Ridley Township
 Police and Ridley School District to ensure that all  motorists in the 
county, and particularly teenagers, know that texting while  driving is 
now a primary offense, punishable by a $50 fine plus court costs.
     The participants wore special "thumb bands" designed to remind 
drivers to "band together to save lives. Don"t  text and drive!"
     Council Vice-Chairman Mario J.  Civera Jr. met with students at 
Upper Darby High School earlier Thursday, and  Council members plan to 
visit other schools at the awareness campaign  progresses. They are also
 working with the Delaware County Transportation  Management Association
 (DCTMA) to conduct an awareness campaign through the  county's schools.
     "Not only is texting against the  law; it is also a serious risk
 to people lives, " said District Attorney Whelan.&nbsp; "The statistics are 
alarming. There are countless examples of tragic accidents,  some 
fatalities, caused by a distracted driver who had his eyes off the road 
to  read or send a text. This has to stop."
     Whelan cited some statistics from  the National Highway and Transportation Safety Association:
    The risk of crashing  while driving and texting increases by 23 times.Reading  or sending a text diverts the driver's eyes 
from the road for at least 4.6  seconds, the same as driving the length 
of a football field, blind, at 55 miles  per hour.Studies show that  texting while driver has a greater negative impact on safety than driving  drunk.
    "In 2009, nearly 5,500 people in  the United States were killed 
and a half million were injured in distracted  driving crashes,"&nbsp; Whelan 
said.&nbsp; "Text messaging is of heightened concern because  it combines three
 types of  distraction â visual, manual and cognitive. Texting takes 
your eyes off the  road, your hands off the wheel and your mind off your
 driving."
     "Granted, there are many  distractions activities that cause 
accidents, but texting is the most alarming  distraction," Whelan said.
    
    County Council Chairman Tom  McGarrigle said the County is 
partnering with DCTMA to conduct an outreach  campaign to reach young 
people attending county schools. The campaign will  include pledge forms
 for students to sign.
     "With increasing demands on their  time, people feel they have 
to juggle many tasks at once. As a result, there is  a new safety 
epidemic on our roadways and that's distracted driving,"  McGarrigle 
said. "We want people to know it's&nbsp; against the law now, but we also  
want people to know the risks. We have to focus on ways to change 
people's  behaviors, not just through legislation, but through 
enforcement, public  awareness and education, we need to stop distracted
 driving."
     One of the criticisms of  Pennsylvania's ban on texting is that 
it will be hard to enforce because it  will be hard for the police to 
distinguish if someone is texting or talking. In  Pennsylvania, people 
are still permitted to talk on handheld phones.
     Ridley Township Police Sgt.  Charles Palo said the law goes a long way to educate people and will create  voluntary compliance.
     "Some of the same techniques used  to increase the use of seat 
belts and curb drinking and driving will be used to  stop texting," Sgt.
 Palo said.
     At the press event at Ridley High  School, four students gave 
their views of this safety risk. Students Rachel  Kaciuban, Sean Cannon,
 Dustin Chesney and Emily Savinese all said they support  the ban on 
texting while driving. They also gave examples of times when they  were 
almost involved in accidents with a driver who was looking down while  
texting.
     Whelan said a Consumer Reports poll shows that young 
drivers those that grew up  in the age of technology&nbsp; are more likely
 to use mobile phones behind the  wheel, with 30 percent of them 
admitting theyâve recently texted while driving.
     "Despite all the warnings about cell  phone use behind the 
wheel, many drivers, especially young ones, still are not  aware of the 
serious danger, or they are willing to risk it,"&nbsp; Whelan said.
      Ray LaHood, the U.S. Department of  Transportation Secretary, 
called distracted driving&nbsp; "a deadly epidemic"&nbsp; and  said &nbsp;"teens are 
especially vulnerable because of their inexperience behind the  wheel 
and peer pressure to be connected via cell phone."

 <![CDATA[MAYOR HANK EBERLE WAS SELECTED AS MAYOR OF THE YEAR FOR THE STATE OF PENNSYLVANIA BY THE PENNSYLVANIA ASSOCIATION OF MAYORS ON JULY 23, 2011.&nbsp; CONGRATULATIONS HANK FOR BRINGING SUCH A PRESTIGIOUS AWARD BACK TO RIDLEY PARK!On an annual basis, the Pennsylvania State Mayors' Association (PSMA)
 invites  officials of the municipalities of its member Mayors to 
consider whether their Mayors have had a significant impact upon their 
communities and are worthy of the title "Mayor of the Year."  Nominees 
are expected to be leaders in their municipalities and have 
accomplishments which are extraordinary.&nbsp;
            In 2011, the PSMA&nbsp; "Mayor of the Year" was Henry A. 
Eberle, Jr., affectionately known as "Hank," who is the Mayor of the 
Borough of Ridley Park in Delaware County.  Council President, Bob 
Berger and Borough Manager, Carole Nasella, nominated Mayor Henry A. Eberle, Jr., in part, because he 
personifies what a Borough Mayor should be.  He is kind, caring and 
above all, friendly.  Mayor Eberle knows everyone (and everyone knows 
him) in the Borough of Ridley Park.  He is the Master of Ceremonies at 
many events in the Borough, including the annual Towne Fair, Main Street
 events and the July 4th festivities.  He has kissed many a baby and 
helped many a senior citizen.  Mayor Eberle honors many residents from 
Daisy Scouts to seniors for the pride that they take in their community.
            &nbsp; 
            During his tenure over the past 14 years, Mayor Eberle 
has championed many causes. He was the municipal spokesperson with the 
Federal Aviation Administration when the FAA sought to expand the 
Philadelphia Airport into Delaware County.  Mayor Eberle was a driving 
force in obtaining a matching $1 million grant that was utilized to 
build a state-of-the-art police station which was completed in 2007.  He
 was also instrumental in the revitalization of the downtown area of 
Ridley Park by assisting in obtaining various grants so that a 
three-phase plan could be implemented.  Mayor Eberle assisted in the 
formation of Main Streets of Ridley Park, an association which promotes 
the business district of the Borough &nbsp; 
            Mayor Eberle has served as a director on various 
athletic, church and medical organizations.  In 2011, Mayor Eberle was 
awarded the Philanthropist of the Year by the Taylor Community 
Foundation where he has served as a Board member since 1998 working 
effortlessly for those less fortunate as well as for students who pursue
 a career in the medical field. 
            Mayor Eberle was also instrumental in the formation of 
the Youth Aid Panel within the Borough.  The Youth Aid Panel hears cases
 of juveniles who are first-time offenders and assesses penalties upon 
the youth without having them go through the Court system.
            In short, Mayor Eberle has an abundance of energy and 
talent which he shares with his Borough on a daily basis. Many people in
 Ridley Park Borough believe that their Borough has been forever changed
 thanks to him.
The PSMA calls upon all Mayors to recognize and congratulate Mayor Henry
 A. "Hank" Eberle, Jr. as its 2011 "Mayor of the Year."
