The Ridley Park Borough Council met in regular session on the above date in the Community Room of Ridley Park Borough Hall. Council Vice President John Purcell called the meeting to order at 7:00 P.M.
PLEDGE OF ALLEGIANCE
The meeting was opened with the Pledge of Allegiance led by Vice President John Purcell.
ROLL CALL
Council members present: Mr. Miccarelli, Mr. Pinto, Mr. Purcell, Mr. Rahn, Mr. Wright and Mayor Eberle. Also present Police Chief Byrne, Charles Catania, Jr./Engineer. Mr. Artese, Mrs. Hopper and Michael Raffaele, Esq./Solicitor were absent.
COMMITTEE REPORTS
ACKNOWLEDGMENT:
Mayor Eberle acknowledgment two Lifeguards Jimmy Wagner and Kathy Pecko from the Nassau Swim Club who saved a child from drowning in the pool on Wednesday, June 20th . Mayor Eberle stated that the child is alive and doing well.
FINANCE & INSURANCE/BUDGET – MRS. HOPPER
Mr. Purcell stated that Mrs. Hopper was absent and that her report would be on file in the Borough Office. (Copy Attached)
PUBLIC PROPERTIES/PUBIC SAFETY – MR. PINTO
Mr. Pinto reported on the following:
Ned Donkin presented the monthly fire report. (Copy Attached)
Mr. Pinto stated that there wasn’t an Emergency Management meeting in the month of August.
He announced that the new police station is 35% completed and the firehouse is 25% completion status.
The Shade Tree Commission voted to reorganize and elected John Hosbach as president. There is an opening on the Shade Tree Commission. The employees of Fire and Ice have submitted an application for a memorial tree or bench to be placed at the lake in memory of Mrs. Loretta Garber. Arbor Day will be celebrated this year on the same day as the Victorian Fair with a tree dedication. A public meeting was held on Wednesday, August 15th at 7:00 P.M. by CRC’s Ann Murphy. He stated that the purpose of the meeting was to inform the residents of Hillside Road on the progress of the project.
Mr. Pinto announced that any resident that has filed a permit for pruning or tree removal and have gotten less than expected results, can resubmit their application for a second look by the Shade Tree Commission. This includes trees that have created issues with sidewalk lifting and sewer lateral problems.
Mr. Wright made a motion to accept the Public Properties/Public Safety Report, seconded by Mr. Miccarelli.

COMMUNITY DEVELOPMENT/HISTORIC PRESERVATION – MR. PURCELL
Mr. Purcell reported on the following:
Mr. Purcell announced that the Planning Committee would meet Wednesday, August 22nd at 8:00 P.M. He stated at this point, there is no schedule business to be discussed.
Mr. Purcell announced that the H.A.R.B. would meet Thursday, August 23rd at the Borough Hall. He stated at this point, there is no schedule business.
Mr. Purcell announced that the Zoning Hearing Board would be updating the Zoning Ordinance.
Mr. Pinto made a motion to accept the Community Development/Historic Preservation Report, seconded by Mr. Wright.

PUBLIC WORKS – MR. MICCARELLI
Mr. Miccarelli reported on the following:
The sound barriers that the Borough received funding. He stated that Council worked hard to security 7 million dollars of State/PennDOT money to fund the sound barriers. The sound barriers would go along Steward Avenue from Chester Pike to I-95 and along I-95 North and South.
He announced that the Business District (CBD) project is completed. He stated that there is money that is left from a County grant for revitalization in the Business District that would be the second phase of the project.
He stated that he would have a recommendation to publicly advertise and solicit bids for the 2007 Road Patching Program.
Mr. Miccarelli and Mayor Eberle attended an Eagle Scout Court for James McLaughlin of Pomeroy Street. He congratulated and acknowledged James receiving his Eagle Scout badge.
Mr. Wright made a motion to accept the Public Works Report, seconded by Mr. Rahn.

CODE ENFORCEMENT – MR. WRIGHT
Mr. Wright reported on the following:
Mr. Wright presented the Code Enforcement Report. He stated that the Code Enforcement Department has inspected 495-apartment unit out or 1,218 apartments this year. He stated all units would be inspected by the end of the year.
Mr. Wright reported that the Board of Health is addressing the wild cat issue. He announced that the Board of Health along with S & S Animal Control would be passing out free cat collars. The collars would be given out on Saturday, September 15th at 9:00 A.M. until noon in the Borough Hall.
Mr. Miccarelli made a motion to accept the Code Enforcement Report, seconded by Mr. Pinto.
Comments from Council:
Mr. Rahn asks are the traps going to be placed the same day as the cat collars are given out.
Mr. Wright responded that the traps would be in place within a week.
Mr. Rahn asks how are the residents being alerted that the Board of Health is stepping up enforcement of trapping the cats.
Mr. Wright responded that it is advertised in the newspapers, announced at the Council meeting and it is on the cable channel of the Borough.

PRESIDENT’S REPORT – PERSONNEL/PARKS & RECREATION – MR. ARTESE
Mr. Purcell stated that in the absence of Mr. Artese his report would be on file in the Borough Hall.
BOROUGH ACTIVITY
ENGINEER’S REPORT – MR. CHARLES CATANIA, JR.
Mr. Catania reported that there would be a contractor working at intersection of Baldwin and Partridge some day next week. He explained that he would be reconstructing the drainage well at the end of the street to correct the problems that the residents have there.
Mr. Rahn made a motion to accept the Engineer’s Report, seconded by Mr. Wright.

Chief Byrne report on the following:
Police Activity Report
Letter read from a resident of Ardmore, PA regarding Officer Ian Cleghorn.
He announced on Saturday, September 8th at 2:00 P.M. Corporal Nasella will be registering and selling bikes at the Victorian Fair.
He reminded the resident that school opens next week.

MAYOR’S REPORT – MR. EBERLE
Mayor Eberle reported on the following:
Mayor Eberle announced that the Victorian Fair Saturday, September 8th at the lake from 10:00 A.M.- 4:00 P.M. He also announced that on the same day the Business District from 10:00 A.M. – 3:00 P.M. would have a free event for all. There would be games with prizes and the stores with special sales.
He announced that the Ridley Park Prayer Breakfast is being held at Ramada Inn on Saturday, September 15th at 9:00 A.M. Tickets can be purchased at all churches, Langguth’s, Ridley News and Ron Raymond’s office. Tickets are $10.00 and seniors are $7.00.
Mayor Eberle attended the grand Re-Opening of Wal-Mart and was presented with a good neighbor check in the amount of $500.00.
Mayor Eberle commented on FAA petitions that are signed and wonder where they go. He explained copies were sent to Andy Reilly on County Council, Congressman Sestak, and Steve Kelly of the FAA.
Mayor Eberle stated that an issue was brought to his attention. Grass clippings and debris that are blown into the street should be swept up and bagged.
Mayor Eberle read a letter to Mr. Poole from Donna Fabrizio thanking the Highway Department for the repair work on the creek next to her property at 420 E. Hinckley Avenue.
Mayor Eberle read the history of the Gas Light Restaurant in Ridley Park.
Mr. Pinto made a motion to accept the Mayor’s Report, seconded by Mr. Wright.

PUBLIC COMMENT:
Jim Glenn, 116 Kearney Place
Mr. Glenn stated he is back for the eighteenth time regarding the status to the problem along the side and rear of his home.
Mr. Purcell responded that Mr. Raffaele is on vacation and had no information to report.
Mr. Glenn thank the Borough for trimming the trees of E. Hinckley Avenue.
Kate McKay, 400 Glenloch Road
Mrs. McKay asks if it is possible to have rumble strips or speed bumps at the crosswalks because of the speeders. Mrs. McKay was speaking of the location on Glenloch Road at the Boathouse.
Mr. Purcell responded that the Borough would have to look into the situation and the legality.
Tim Devaney, Park Street
Mr. Devaney read a letter regarding his resignation from the Shade Tree Commission. He responded to the letter.
Mr. Rahn responded to Mr. Devaney that it is to much to respond to at a public meeting.
Mr. Purcell responded on the moving of the trees at lake and the tree removal at the CSX Railroad.

Linda Smith, 311 Purcell Street
Mrs. Smith asks if the mirror on the corner of Ridley and Sellers Avenue would be replaced.
Mr. Poole responded yes, that the Borough is looking for the correct size to replace it.
Resident of Hetzel Road
Asks when are they expected to start the sound barrier project.
Mr. Miccarelli responded the spring of next year.
Jeannie Frantz, 308 Constitution Avenue
Mrs. Frantz asks about the debris and branches at the middle school being cleaned up.
Mr. Poole responded that he had a meeting with the school district and was assured that it would clean by the end of the summer. He stated that the person that was in the position that he was speaking to retired. He is in the process of getting in contact with the new person to follow up to make sure that the middle school would be cleaned up.
