The Honorable Hank Eberle, Councilors Perry Artese and Robert Berger, Councilors-Elect Joseph Yorke, Linda Smith, Jeanne Frantz, Doris Lamb, Nicholas Miccarelli convened at the Ridley Park Athletic Club, 105 East Ward Street, Ridley Park, PA 19078, 2nd Floor, for reorganization. Mayor Eberle called the meeting to order upon the arrival of Magisterial District Judge Jack Lippart.

Welcoming Remarks and Introduction (Mayor Eberle presiding)

Pledge of Allegiance – led by Mayor Eberle

Swearing in Ceremony – conducted by Magisterial District Judge Jack Lippart

Doris Lamb – sworn in
Jeanne Frantz – sworn in
Linda Smith – sworn in
Joseph Yorke – sworn in
Nicholas Miccarelli – sworn in

Roll Call - taken by Mayor Eberle
- All Councilors present for a fully-attended Council meeting.

Appointment of Council President:

– Motion made by Councilor Doris Lamb to appoint Councilor Joseph Yorke.
– Seconded by Councilor Linda Smith

– Motion made by Councilor N. Miccarelli to appoint Councilor Perry Artese.


– Councilor Yorke appointed Council President, carried by 4 – 3 vote.

- Councilors Smith, Frantz, Lamb and Yorke: For
- Councilors Miccarelli, Artese, Berger: Against


Appointment of Council Vice-President – Linda Smith

- Motion made by Councilor Doris Lamb to appoint Councilor Linda Smith

- Motion made by Councilor Artese to appoint Councilor N. Miccarelli

- Councilor Linda Smith appointed by 4 -3 vote
o Councilors Smith, Frantz, Lamb and Yorke: For
o Councilors Miccarelli, Artese, Berger: Against

Council President Joseph Yorke presided over meeting.

Welcoming remarks made, along with acknowledgement of Congressman Joseph Sestak’s presence.

Appointment of Borough Solicitor:

- Councilor Doris Lamb moved to appoint Beatty, Lincke PC
- No other motions made.
- Beatty Lincke appointed by 4 – 3 vote.
- Regina Mackenzie, Esq. acknowledged as representative, called to table.

Appointment of President Pro Tempore:

– Councilor Doris Lamb moved to appoint Councilor Jeanne Frantz
– Councilor Perry Artese moved to appoint Robert Berger
– Councilor Jeanne Frantz appointed by 4-3 vote.

Appointment of Borough Engineer:

– Councilor Doris Lamb moved to appoint Catania Engineering
– Councilor Linda Smith seconded the motion.
– No other motions made.
– Catania Engineering appointed by unanimous vote.

Appointment of Borough Secretary / Treasurer:

– Councilor Doris Lamb moved to appoint Terry Bradley, Esq.
– Councilor Linda Smith seconded the motion.
– Councilor Miccarelli objected to the appointment on the basis that the several council members had not had the opportunity to meet this individual or review his/her resume.
– Councilor Perry Artese questioned President Yorke what Terry Bradley’s compensation would be. President Yorke informed all present that the salary agreed upon was $1.
– No other motions made.
– Terry Bradley, Esq. appointed Secretary/Treasurer by 4-3 vote.
